Read on for the top 10:

  1. Columbia, Md.
  2. South Burlington, Vt.
  3. Plano, Texas (No. 1 in the "Home and Community Safety" category)
  4. Virginia Beach, Va.
  5. Warwick, RI
  6. Gilbert, Ariz.
  7. Yonkers, NY
